Can I drive a homemade trailer weighing less than 700 kg on the road? Can I drive it on the highway? Is it legal?

I often encounter netizens asking this question, how to answer it? Just answering the question through question: homemade trailer RVs can be driven on the road and on the highway. It has nothing to do with the weight. Just like an unregistered car, there is no problem driving it on the road or on the highway. It is just illegal.

Putting aside the question of whether or not a vehicle can be driven on the road, let's talk about the self-made version. The state has long had regulations. Article 100 of the Road Traffic Safety Law stipulates that if a motor vehicle that has been assembled or has reached scrap standards is driven on the road, the public security traffic management department shall confiscate it and force it to be scrapped. Drivers caught driving any of the motor vehicles listed in the preceding paragraph on the road shall be fined not less than 200 yuan and not more than 2,000 yuan, and their driver's licenses shall be revoked.

You see, building your own RV is illegal. If you're caught, your RV will be confiscated and you'll be fined and have your driver's license revoked. It's pretty serious. Currently, the penalty is 12 points, which most people can't afford. If your RV is from a legitimate manufacturer, with an invoice and a certificate of conformity, but it doesn't have a license plate, what's the penalty?

According to the "Road Traffic Safety Law of the People's Republic of China": If a motor vehicle is driven on the road without a motor vehicle license plate, the traffic management department of the public security organ shall detain the motor vehicle and notify the parties to provide the corresponding license plates and certificates. The motor vehicle driver shall be deducted 12 points and fined 200 yuan. The parties shall provide the corresponding license plates and certificates, and the motor vehicle shall be returned in a timely manner.

Why do so many people say that vehicles under 700 kg don't need to be registered? Where do they get the courage and the message from?

Most of them are based on this article: Article 56 of the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China: Motor vehicles towing trailers shall comply with the following provisions: (2) Small passenger cars are only allowed to tow caravan trailers or trailers with a total mass of less than 700 kg. Trailers are not allowed to carry passengers;

In reality, this regulation simply states that cars can tow caravans and trailers under 700 kg. Not registering a car is, at best, skirting the law, and at worst, covering one's ears and stealing the bell. This can be interpreted as allowing us to tow caravans and trailers under 700 kg that don't require registration. Read on.

Whether you have a caravan or trailer, they all fall under the category of motor vehicles. As such, they must be licensed to be driven on the road. Failure to do so is illegal. For more information, see the GA802-2014 Public Security Industry Standard of the People's Republic of China, "Terms and Definitions of Motor Vehicle Types," which states in 3.2: "A motor vehicle is driven or towed by a power unit, and includes automobiles and car trains, trailers, trams, special motor vehicles, and road-going tractors."

According to Article 8 of the Road Traffic Safety Law of the People's Republic of China, the state implements a registration system for motor vehicles. Motor vehicles may only be driven on roads after being registered with the traffic management department of the public security agency. Unregistered motor vehicles that need to be driven temporarily on roads must obtain a temporary license plate.

Therefore, license plates are mandatory on the road. Driving without them risks being penalized, but many police officers don't seem to care. You might ask, why do businesses advertise that license plates are permitted even though it's illegal? And why do so many people still drive without them? The main reason is that fewer people drive these days, mostly during holidays and at suburban tourist attractions. During these times and places, police are primarily focused on maintaining safety and order, so whether you have a license plate or not isn't a concern. You're usually caught in an urban area or during a special inspection, so getting caught is as hard as winning the lottery.

Who can't afford to play cards these days? Most are off-roaders, who rarely take the national highway into the city, but rather their destinations are places for fun. The next most common type of people are RV dealers, who often go to exhibitions and similarly mostly drive on the highway.

My advice to everyone is that if you can’t play cards, don’t argue with others. If you can take the highway, try to take the highway. If you can avoid going to the city, don’t go to the city.
